I have a speedform project going on right now. I made a speed form out of a oil based styling clay and casted a fiber glass mold on top of it.

Today I was taking the clay out and got tired of the process so used heat gun in order to soften the clay. After getting rid of all the clay, I realized that some clays were melt on the surface of the fiber glass mold.

This fiber glass mold is sitting on top of a bin primer and a PVA layer.

Is there a solvent to get rid of melt clay (oil based) in a situation like this?

Have you tried turpentine, mineral spirits etc. These will melt the clay enough to wipe off.
