Maybe you should first make your CASE, as to what you intend to DO, your unique EXPERTIZE and the RESOURCES that you alone can bring to this "project". Once you have convinced people that you are so highly qualified and have what it takes to accomplish the clearly stated goals, maybe people will line up to send you their money. Otherwise....
You could ask Jay Leno You would have a better chance of success with one of those Porsche speedster kit cars, that are built on a VW chassis. Find one with a burned out engine you can get cheap, then rebuild it with your EV driveline.
Vexed, I don't know of any such grants but that doesn't mean they don't exist. Generally, your high school counselors are a good source for info on such things and, of course, the colleges often have aid based on need and/or ability. When I was a kid I entered the Fisher Body Craftsmans Guild and got some scholarship money but the Guild doesn't exist anymore.
