Strong manual drawing skills are part of being able to visualize and create designs. The "programs" for this are pencil/pen and paper. Cruise this site for examples (in the portfolio section). Don't be too impressed with the Photoshop rendering stuff. It looks great but that's what you learn in design school. Same with CAD, you will learn it in school, probably Alias, maybe some Rhino.
A word of warning, it is very hard to break into the field and most design school graduates end up going into Industrial Design, which is a very nice field anyway, particularly in growing economies like India.

You want to finish your engineering degree in India (Bachelors Science degree, I assume) and then take a Masters Degree in Transportation Design program somewhere? Then get a job in the Transportation design field?

curren,

I don't think going into a masters Transportation design degree straight from an engineering degree would be your wisest decision. I think you're approaching this as if you would simply study a lot and then apply for law or med school, which I know a lot of people do. It simply does not work like this in the design field.
If you are serious about becoming a car designer, I would suggest looking into bachelors degrees and starting from the very beginning. From what I've personally seen, it is particularly difficult for people with an engineering background to come up with aesthetically pleasing concepts. Most working car designers only have a bachelor's as well, so I wouldn't worry about that. And don't expect that you won't have ANY difficulty no matter how hard you train yourself. EVERYBODY will have a difficult time at a good design school. I hope I've helped in some way and good luck with your pursuits.

I would say a large majority of designers in the industry only have a bachelors degree. And in the US, practically everyone only has a bachelors degree in Transportation design. Employers won't look at whether or not you have a bachelors or a masters as much as they will look at the strength in your portfolio.

There are many articles on this site dealing with the issue of becoming a car designer. Read them all and go over every tutorial on basic drawing. Don't be concerned with any renderings like Aflo said.
