I'm getting ready to apply to CCS, and CIA, I have my fine art work done and photographed. If I include any cardesigns what should I include?
Quick sketches, or finished done renders.

Include both, show the people you will be looking at your portfolio at you are THINKING. I stress this because if you just show a few finished renders, they don't see your thought process of how and why you got to your final design. So include a range of quick sketches that show some refinement in your process to the final renderings.
I'm considering Art Center...Its the portfolio thats really keeping me from applying...
