When you are on the main page and you go to the careers tab... and then to "starting out," there is no info... it goes to a blank page.

Is this just not done yet, or was it over-looked, or what's the deal there?

A few of the new site sections aren't quite done, we'll be updating over the next weeks. 'Starting Out' is the beginning of a new reference section for students, with information on studying design, how the industry works etc..
